Omanisation Percentage of Employees in the Electricity and Water Sectors
Ministerial Decision 284 of 2014 (“MD 284/2014”) which came into force on September 8, 2014 specifies the percentage of Omani employees working in the electricity and water sectors that must be complied with. The significant changes are as follows:
- Companies already operating in the water desalination sector are required by 2019 to reach 95% Omanisation (up from 78% in 2014) and 90% (up from 76%) with regards to engineers and technicians respectively. Examples of plants affected include but are not limited to: Al Ghubrah, Al Rusail, Sohar, Sur, Musandam and Salalah.
- New power production and water desalination plants are required to operate under 100% Omanisation in all aspects by 2019. The 2014 rates are currently 53% for engineers, 63% for assistant engineers, 73% for technicians and 90% for skilled manpower.
- Power companies are expected to reach 100% Omanisation for engineers, technicians and skilled manpower by 2019, as well as 95% Omanisation with regards to deputy directors and heads of departments. The 2014 Omanisation percentages for these categories are: 75% for engineers, 80% for technicians, 50% for skilled manpower and 70% for deputy directors and heads of departments.
